According to reports from National Insider Threat* and Flashpoint**, government insider threats are “frequent, costly, and growing”, with fraud (selling PII for profit) and data theft/leakage being very common and dominant threats. Insider includes employees, contractors, and partners, which makes the threat potential extremely high with roughly 3.5M insiders in the DoD alone.
